Any North Carolina teen, between the ages of 15 and 18, who have a Learner Permit, Limited Provisional License, or Full Provisional License, is not allowed to operate a mobile device while driving a vehicle. This is just one of the strict rules placed on teenage drivers in North Carolina. However, new technology presents a way from this ever occurring. Scosche has developed a system that blocks unsafe applications on specific mobile devices from being used. This system, cellCONTROL, consists of a device that is easily installed into a vehicle’s OBD-II interface (every vehicle built after 1996 has this installed). A parent uses the ability to set the device up on a computer and to disallow the functionality of a mobile device every time the car is in motion. Settings can be applied to where internet, texting, email or even the camera are blocked. It even allows for partial functionality if the phone is using a hands-free headset device. It is simple to use, only takes a one time setup, and is automatically activated as soon as the vehicle moves. So can’t someone just unplug the device? Not so fast. This device, if disconnected, will instantly both email and text the teenager’s parents, thus making it tamper proof. It even prevents the teen from completely disconnecting the device’s Bluetooth connection, thus continuing to function. There are a couple of negative aspects of cellCONTROL. The first being that it is not compatible with the iPhone. This eliminates a large part of the market. It is, however, compatible with Android, Blackberry, Windows Mobile (5 & 6) and a few others. The other downfall is that it is pricey. It retails at $129.95. Take into consideration though, that if your teen is pulled over for operating a mobile device while driving, the court costs and fines alone may be well over that amount.
